The Problem
The Man Portable Air Defence System (MANPADS) threat posed by terrorists has increased significantly due to unaccounted stock piles of MANPADS weapons available from Iraq and Libya.
Today’s governments and the public they serve demand that counter-terrorism activity is performed diligently. This means making the best decisions about where, when, and how to conduct surveillance and deploy patrols. Force commanders, patrols and members of the public must have awareness about the existence of vulnerabilities.
Competent analysis of flight paths, terrorist tactics and weapon capabilities are crucial for reducing the cost of resources needed to mitigate the threat of attack. For defence operations to be most effective, personnel must have the capability to share their data across force-wide command and control information systems.
